Family sharing
This might be old news since I haven't touched the game since last year, but I tried opening it today from my brother's library through family sharing, as I've always done, and I can't seem to play it, only "Purchase". It only happens with this game from his library, and I suspect it's only even showing up because I have it installed on my computer (brother owns Witcher 1 and 2 also but I haven't installed them myself and they're not showing up at all). Did the Witcher games, at some point this year, become uneligible for family sharing? I haven't been able to find anything too clear about it.

Also, if I were to purchase it, would my save file still exist? (I assume it would since it should be in the cloud + in my own computer files for the game, but asking just in case).

I don't know anything about the family sharing, sorry. But you should be able to just copy over the save files to your computer and continue playing on it that way.

It's very possible they secretly turned off family sharing and yes your save will be there if you purchases the game but I would recommend waiting for a sale. I picked the game up for $8 dollars last sale.

Saves are stored on the computer. And in the Steam cloud.
However, if you want to play the imported ones, this will not work due to the Steam
synchronization. So you have to TURN OFF the save synchronization. Then the saved
game/save is used from the hard drive.
