As for the bonus themselves, they are bonus that you get for pre-ordering the game, nothing says that you should get them now and nothing says that you will get them now, so no, there is no false advertising, you get exclusive stuff with the game when you pre-order it, that's it, there is nothing "pre" about them, because they were never intended to be owned right now on top of being spoiler heavy (artbook of a game before the game it even out = fail...).
Don't know why people buy this game on steam when it costs so much more... even on origin it is far cheaper than it is here.
What region are you in? In North America it's the same price on Steam as it is on GOG and Origin.
The "pre" refers to your payment. You pledge to buy the game before it is released in return for a discount on the price and some extra content upon delivery. If you feel that this deal wasn't made clear to you in the advertising then you can back out of the deal any time before release for a refund. Then you are completely free pay more for the game after release and not receive any extra content.

If I remember correctly GOG has a similar deal but you can get a free old game for downloading as soon as you pre-order. I wasn't interested in that game however.
