Depends. Do you want to use mods? There is more flexibility on PC.
I play at 140FPS much better then the 60, the console limits you to, also u have a developers console in W3, so u can change the game out and as mentioned Mods, help change the game up.
Some-one pointed me in the direction of a mod that lets you start Blood and wine as soon as u hit Velen.
U have more freedom on the PC then you do a console.
And Witcher 3 only truly starts to shine with at least 20-30 mods - it really makes a different game out of it.
