No possibility of including RT and FSR
Hi, unfortunately for some unknown reason I don't have tabs with RT next to Ultra in the graphics settings. I also don't have the option to enable FSR, just like RT I don't have it in the settings. In the screenshot sent in the link, you can see that I am missing the anti-aliasing section where FSR is in all of them. I'm afraid I'm missing even more graphics settings. This is very strange. I have an RX 7900 XTX. Let me warn you right away that I am running the version on dx12. I have tried via the launcher and in the x64_dx12 folder via the exe file and it does nothing. I'm sure I'm running the dx12 version because I have the main menu shown in the screenshot in the same link. I have run out of ideas. I am very much asking for help.

go to documents / witcher 3 and delete user settings dx 12 and user settings dx 12 . b ak

then enter game , and change settings again and see if that was it?

Unfortunately, it does not help. I still don't have RT and FSR in the settings

I've enabled all RT and FSR related settings in the dx12user.settings file and still don't have it in the graphics settings. It's very weird that the game doesn't show them to me in the menu

Try creating a shortcut to the dx12 .exe on your desktop, then run it directly from there. This bypasses the launcher and steam overlay.

It didn't do anything. I can't think of anything that is causing this.
did you update your drivers on gpu?
try uninstall game on steam , go to file explorer delete all witcher 3 files , same in documents , then install game again and see?

I reinstalled the game almost at the very beginning and deleted all leftovers. I always update the GPU drivers straight away.

Maybe this will help? The OP seemed to have figured it out for a different game, same card.

That problem doesn't concern me, because I use Smart Access Memory instead of Resizable Bar, because I have Ryzen. Secondly, as you can see in the screenshot, I also don't have the anti-aliasing tab at all, where FSR is for others. It should be the first one from the top under the low, medium, ultra presets. I care about FSR mainly because I wanted to use it instead of TAA.
