If Radovid lives, he automatically wins the war.
If Radovid dies and you side with Dijkstra, Dijkstra takes control of Novigrad.
If Radovid dies and you side with Roche, Emhyr takes Novigrad and wins the war.
If either Radovid or Dijkstra take Novigrad, Emhyr dies.
At least, that's my understanding of it, I'm almost done with the game but haven't quite got that far.

its not weird, u missed 1 more quest to kill Radovid, its Reason of State, you can not break Dijkstra leg, you need to talk to him and Reason of State will start
