Lower the game's resolution.

If you cant get to the setting in game than change it in documents/the witcher 3/user.settings file.

It can't read the user.settings file, any idea what app i should use to open it?

use notepad to open it up, under it somewhere shows the current screen resolution and you can change it to what you want

As this is the top result for "witcher 3 larger than screen" and I just ran into the same problem after buying the GOTY edition on the most recent Steam sale, I'm going to necro this 2+ years later. I should have been able to run the game at 2650x1440, but had to run 1920x1080 for it not to display well beyond the edges of the screen per the given suggestions. After fiddling for a few days, I discovered the real culprit was the "Change the size of text, apps, and other items" drop down on the Windows10 Display page of Settings. Following a system reset it was defaulted to 125% and causing problems in W3 as well as a few other games.

Thanks for this! So far only found people suggesting to use other cables (Wth?) or playing with lower resolutions. Weird, that such a bug is still present in the game. My Desktop is unusuable with 100% Text size. I'll need to find some kind of script to switch this lower and back for this game.

If it's a "Win 10" issue, then why do all my other games scale correctly even when my scaling is set to 300%?

Why aren't all those other games also getting scaled up incorrectly just as 'Witcher 3' is?

If it were a Windows issue, then it would seem that the increased scaling would happen uniformly across *any* game I'm running under Win10, not just one particular game.

Edit: If you're running 3840x2160 desktop resolution, a better solution than changing your Windows scale to 100% (which will shrink everything on your desktop & menus to illegibility) is to change the W3 user.settings file by changing the line specifying resolution. I used 'Resolution="1920x1024" and it worked fine.

you can also switch to fullscreen mode instead of borderless, that fixed it for me
