If you cant get to the setting in game than change it in documents/the witcher 3/user.settings file.
Why aren't all those other games also getting scaled up incorrectly just as 'Witcher 3' is?
If it were a Windows issue, then it would seem that the increased scaling would happen uniformly across *any* game I'm running under Win10, not just one particular game.
Edit: If you're running 3840x2160 desktop resolution, a better solution than changing your Windows scale to 100% (which will shrink everything on your desktop & menus to illegibility) is to change the W3 user.settings file by changing the line specifying resolution. I used 'Resolution="1920x1024" and it worked fine.
