[SIDEQUEST SPOILER] Novigrad, Closed City

Um, there appears to be two sidequests that have the same title.
One starts where you talk to a women that sends you into her house and fight two Witch Hunters. She then gives you a key and tells you there's 2 more to open a vault.

There's also another sidequest under the same title, but this quest requires you to lead three bandits to a witch hunter where you'll decide the witch hunter's fate.

You can complete the first 'Novigrad, Closed City' quest by finding all three keys in the marked locations and looting the vault. The second 'Novigrad, Closed City' can be completed after you lead the three bandits to the wounded witch hunter and decide his fate.

Both sidequests don't seem to relate, but they fall under the same title. Perhaps the three bandits are the ones mentioned in the Warrant letter dropped by the two witch hunters you fight to help the woman? Then again, this would cause confusion as they both end on separate events, not linked.

Anyone can explain this sidequest better and clear some of the confusion between these two quests?

Though there are only two quests regarding this.everything else is just events arround the city.
