How do I revert the game to pre 4.0 patch?
Title, and I mean not the current update but pre next-gen

Right click the game in your library, then
Properties -> Betas and choose the "classic" version. The game should update and you can play the old version.
Note that you can't load savegames you made while playing the new version, afaik.

Thanks, there's only a couple saves I made and they aren't significant, just me experimenting things, as for the game itself I just hate the update overall idk what the ♥♥♥♥ they're still doing on witcher 3 when they need to work on cyberpunk and witcher 4, thanks anyway :)

I'm glad I could help. Luckily, for me the game is playing smoothly even after the update, although I have a relatively old computer. But the first thing I checked after the game updated is if I could revert back to the old version if needed.

I have a relatively old pc myself and it runs fine with the update, I just disliked all the balance changes and additions, and I'd much rather not redo all my builds for an 8 year old game

Ah, I see. Can't judge it for myself, because I'm actually at my first playthrough. The game updated after I finished Velen and was starting to do stuff in Novigrad.

Any one have any ideas how to revert the game back to 4.0?

No. I've literally had to contemplate with some games I already paid for going TPB route just to see if I can find the original working copy because there's no older version I can revert to in betas. Sad, the art style of the original Bioshock is how it's supposed to look same with Fable, so because only the remasters were made available on Epic I simply never bothered playing them though I got them for free. I'm really hoping the remaster isn't mandatory. I prefer to play the original versions.

Rolling back to 4.00 should be able on GOG, on steam Granudo showed the way how to do it to 4.01 update:

I had discovered another way to downgrade.

The tutorial in question?
https://www.makeuseof.com/how-to-downgrade-steam-games/

So, you need only get to the part where you open the steam console, after that execute this line:
download_depot 292030 292042 4301342286048031658

With this Steam gonna download both dx12 and dx11 witcher3.exe from 4.01 version, go to the folder where saved (steamapps/content), copy the witcher3.exe from the folder x64, go to the exact folder in the game files and paste there (for security, backup the 4.02 .exe).

And that is it, the game now loaded normally and I was able to play again, in the main menu is showing 4.01 version.

I deleted too the user.settings.ini on Documents/Witcher 3 but I dont know if is necessary.

And here How to rollback game patch on GOG:
