Sounds very much like Alix Wilton Regan, who voiced Alt Cunningham in CP2077 and the Inquisitor in Dragon Age Inquisition among may other things.

To be fair, it seems like a good amount of time has passed since Witcher 3. It makes sense that they'd go with a more mature-sounding voice to show her more advanced age.
