This. Mutation will eat up all those 12 skill points and more. In fact, you will wish you had more.
And each mutation will require anywhere between two to seven skill points to unlock (in addition to everything you already spent on unlocking the prerequisite mutations) and an equal number of greater mutagens of specific colors, too. You need to unlock all twelve mutations if you want that fourth added skill slot, for... uh, 49 skill points and greater mutagens. :P
If you don't have it, then the only use for 'extra' skill points is to have more skills that you could slot in depending on the situation or your mood.
It really comes down to how much you consider it to be cheating, since you can start getting super strong once you have enough skill points to start going past the vanilla limits, but I've always been a fan of games that make your character insanely strong and impossible to beat once you're high enough level
