update to latest driver then reboot and see if that fixes things
so you are saying you press alt+r and gpu usage shows zero when in game?
or are you using some other monitoring software besides nvidia?
what does that say? 0% also?
when you alt+tab to look at windows task manager, perhaps the game goes to sleep/swaps out/stops so there is no graphics being drawn
I am running the game currently but alt+tabbed and am seeing the same thing.
windows task manager says 0.1% but nvidia says 42%

edit: click on alt+z to bring up the nvidia overlay then performance then performance overlay advanced then change basic to advanced so that the temperatures/fan speed are displayed. the gpu temp should go up when the game is using the gpu. also the gpu fan speed should go up also
