I wouldn't give any files from my own computer, though.
Unless he used GoG Galaxy to install the game (he doesn't own Steam version), he would have to reinstall the whole game again to get what he needs.
Nope. There is not. Only way to verify/repair is either through Steam for the Steam version, or if the game was installed using GoG Galaxy.
How do you verify/repair files without Galaxy? When using the installation setup there is only an option to verify the integrity of the setup files, no option to verify/repair an installation of the installed game.

Pretty much this. Most games just create that file if it's not there. It's a really effective troubleshooting technique for gamers and a much simpler way of handling its absence for the the programmers.
