Report a translation problem
Previously you could give it to both. Also not quite true with Triss, I havent done the quest where she leaves Novigrad yet but she refuses to give me an option to deal with the crystal.
Something broke along the way....
I know this is kinda late, but maybe others will find it through google.
It would seem (reports by other users elsewhere) that this option does NOT pop up when talking to Yen *at all*, though, if you should have happened to talk to Radovid in the meantime when having the crystal in your inventory, i.e. after searching Philippa's hideout (BEFORE doing "Last Wish"), because doing so finishes the quest and seems to also take away the crystal due to the quest finishing (that is: no matter if you actually told him about the crystal and gave it to him, which logically takes it away - OR if you lied to him, this in-story-illogically, only out-of-game-mechanical-wise = simply because the quest finishes).
--> It would seem, you have to leave the quest open (do NOT go to Radovid again) until AFTER the Last Wish quest is done and you talked to Yen again (after finishing the "Last Wish"). Only after you could and did talk to Yen can you return to Radovid to talk to him and close this quest, if you want to hand it to Yen or even simply show it to her.

You can alternatively also give the crystal to Triss though if she's still around.
