Novigrad merchants won't interact

I'm only level 8, not sure if that matters, but I went to Novigrad and none of the merchants in or around the city will interact with me. When I walk up to them, the E shows above their head, and when I try to interact they just say "hrmm?". I've tried meditating, saving and restarting, etc. nothing seems to work. Is this a known issue or any methods of fixing it?

I had the same issue so I tried meditating for 3 days. That didn't work, so I fast traveled around. That didn't work either. Then I meditated again and restarted the game. The merchants started talking to me after that.

That was my first thought as well, the NPC merchant 'filler' or ambient NPCs.

Many/most of the open-air market vendors that will buy/sell all look/dress similarly with a coloured 'turban' or head wrap and those odd glasses. But don't let that stop you from 'E' the others until you know, a few active merchants do not look the same.

If the map doesn't show a merchant symbol for the person you're taking to then it's not one you can buy or sell from.

It`s can be merchant who was in dangerous near by Rosemary and Thyme. And if you doesn`t help him, his will not talk wis u.
