Report a translation problem
Okay, I went and tried launching The Withcer III again (the game who's music is still playing now, about an hour after I logged out of the game), and this is what happened...
I received an error message saying:

Steam error
The game cannot be launched at this time because you have another game launch in progress. Please wait until that is complete.

At least the 'Steam error' part is correct, but I am not trying to launch other games. - When I Did launch another game, the download I have running immediately was paused. I canceled the game launch because I didn't need to actually play the game, I now knew I could launch it, and there was no error message when I started launching it.
I bet you and me are not alone with this, buddy. The others have just done what you have done whereas I'm a little new to computing so there's still a lot I don't know how to do, and a lot of options I don't know where to to look for, :p.
Also, what kind of program could prevent a game from exiting properly? Nvidia?
As I mention above there's always been this tiny delay in the music stopping when I close the game (or when it is being closed by a crash), and though this lengthy continuation of the music (it's still playing) is a first, I think the two are linked and the former may hold some kind of clue - like you said, it may be another program causing this. I just wonder what kind of program could do that? Any ideas?

I did as you wrote and fount it. The Task Manager was listed and I opened it, but only Steam and two browsers were listed. Shouldn't The Witcher have been there? Or did you mean to say you just used to simply close down Steam and solve the Witcher III music problem that way?
...I'm going to try it and then come back and see if you or anybody have left any new responses. If there aren't any I'll have to log out for a while because my headache has become really overwhelming by now. But I'll be back later and see how things go.

P.S. Oh, and John W, I read your post again and realized you'd been using a program to be able to see the framerate in-game; it wasn't about some setting. Sorry I misunderstood that the first time around.
P.P.S. jweldy, I owe you a special one for guiding me with how to find that task manager, it's something I can use in many other instances, so thanks a lot for that.
First I went into the Task Manager and hit 'End Task" for Steam.
So the Steam icon disappeared but the music continued!!
Then I clicked for more details and a whole list of applications and programs that were running came up.
- Among them were Steam (apparently still running), and The Withcer III (as the only game on the list).
I was insecure about 'ending' it, but did it anyway and the music immediately disappeared.
Then I closed down the Task Manager.
I re-launched Steam which updated as always when it's launched (good practicew, by the way), and here I am reporting my success.

I have written my activity line by line so as to make the overview easier for orhers who may come looking for a solution in the event they run into the same issue.
And now once more: Your assistance is much appreciated, guys.
This makes me want to explore much more of the Steam features. There's a lot more to Steam than I was aware of, I must admit.

I am now downloading a driver, here:

and hope that'll do the trick. I'll be back with an update about how it goes.

I couldn't install the driver. Though it was specifically found because I have Windows 10 and yet haven't updated the driver for that, it says this driver isn't compatible with my system, but not why. Yet it mentions my Nvidia version and Windows version everywhere on the page and on pages that it directs to, so it's pretty confusing.
I don't really know of any other options now to make my game work.
Ideas are welcome.
