OP Witch Hunters in Novigrad

Hey hey, so I seem to be running into super high level hostile Witch Hunters in Novigrad. A group of four always spawn near the barbers just by St Gregory's Bridge, they're always hostile, always level 43 (I'm currently level 31) and worst of all, I don't get any exp for defeating them (no loot drops either). Is this normal? I've completed the Triss questline so I figure it's something to do with that, but it still sucks having to either avoid the area entirely or keep dealing with them.

Ya I don't understand why this happens, the same thing happens to me, and the same type of thing also happens with whoreson Junior's men in a different part of Novigrad.

It's just dumb, and level 41, that's pretty crazy. I completed Triss's questline at like level 17 or 18. So they aren't that high for me.

It starts when you do a closed city of novigrad submission where you kill some witch hunters accosting innocent people. After that whenever you go to the temple district where they are hq'd at they will spawn non stop if they see you there. While high level, they aren't hard to kill, but they do spawn incessantly. They will always be higher level compared to you.
