[BUG][SPOILERS] Reason of State

I talked to Roche and the others but sadly when I get to the ship I simply can't talk with the soldier who's supposed to take me to Radovid. Thus I can't lure the king out of the ship. Anyone has encountered this bug?

That only becomes available after finishing the rest of the quests in the chain, namely, An Eye for an Eye, A Deadly Plot, and Redania’s Most Wanted, as well as acting favorably towards Djikstra during quest "Blinding Obvious" which was part of Final Preparations.

"Blinding Obvious" dont break Djikstra leg, or you can forget about this quest

They saw you coming^
You blew your cover somewhere along the line and Radovid is a master of strategy. He knew what to do. He told his guards: No. Don't attack him. Just pretend like he isn't there and he will go away eventually.
He might kneel down on the floor for a few hours or even a day and not move but it's all a ploy. Ignore him. Eventually he will walk away, maybe steal some fishing nets along the way. Don't worry, we got plenty.
Trust me. This will work.

Really appreciate ur help. Sadly I'm already past this moment. I didn't break his leg. I went to the meeting he organized, agreed to help him with Radovids assassination. So - he sends me to the port to tell Radovid that I know of Philippas wherebouts in order to lure him out of the ship. Quest marker points at a soldier before the ship but I can't talk to him.

Wait wait wait what?
I lured Radovid into an assassination and had Djikstra moaning about his broken leg at me the whole time so either I've missed something here or someone else needs to get their ♥♥♥♥ straight.

yes, in "Blinding Obvious" you can break his 2nd leg too ;), so at end you break it twice, once before W3 events, 2nd in w3 :) He was moaning about 1st time

Okay; I think I know what's happened. After the meeting u need to walk out from the hideout through the different door. Then a cutscene with Philippa starts. (she gives u a coin) The journal doen't say that u need to do that though. It's just 'Lure Radovid from his ship' with the quest marker pointing at the port. Anyways, thanks Danice. Cheers!

It's the option to bump him or brush past him. Evidently it results in his good leg getting broken. So don't do that!

I think they went a little to far with that part, I mean punching him and pushing him onto the ground is alright, but then breaking his leg on top of that was pretty extreme, especially since he probably wouldn't have put up a fight after Geralt knocked him on the ground.

For anyone still having problems...

I did get the Philippa cutscene but still couldn't talk to any of the guards to get on his ship. I reloaded, fast travelled, nothing. Finally I decided to try attacking the guards just because I was out of ideas lol. I did it a few times and Geralt did a taunt move and the guards looked at him in an aggressive manner, like a warning. Then for some odd reason, this finally gave me the E "Talk" in order to talk to them. Just be careful not to do it too much as they might end up attacking you and you die haha.

I had this same problem because i had the fast travel from anywhere mod enabled. Just go back to the portside warehouse (this yt video has the location: https://www.youtube.com/watch?v=Fva77QatBnk) and the cutscene with philippa will begin.
