Report a translation problem
You need to uninstall ur GPU drivers, download DDU and clean ur drivers using DDU at windows Safe mode:

after cleaning install newest GPU drivers:

https://www.nvidia.com/download/index.aspx
also delete all ur dx12user.settings in ur documents/the Witcher 3/ folder and set again all graphic settings in game.
Yesterday, RT was working nicely (if slowly) with my RX 6600 XT via Proton/vkd3d with Mesa 23.1.0.
Today, it isn't: it's back to the old GPU hangs which, to avoid, require forcing DX11 (which in turn causes dxvk to be used instead of vkd3d).
Most likely a Mesa bug.
But your problem may be related to some mods. The best thing to do is to uninstall the game, locate your game installation folder and manually delete it to make sure that no files remain there. Then, you can install the game again.
If you use mods then install them one by one and check every time which one causing this issue.
