You know reinstalling on steam does not remove mods right?
You have to do it manually... just unistall from steam and manually delete all witcher 3 folder and in documents as well.
Also what is your pc ram , gpu , cpu , fps in game etc?

16GB DDR4 RAM
Nvidia 1060Ti OC Edition 6GB

1x 250Gb SSD
2x 1Tb HDD
2x 5Tb External HDD
Runs fine at a constant 60fps even on Ultra (although there are occasional drops on Ultra to like the low 40's, but it only lasts a second or two)
windows update? graphics card driver update? added a controller? new app/software/program?

uninstall from steam.
go to folder ...\steam\steamapps\common - delete the witcher 3 folder if it is still there
go to folder Documents\The Witcher 3 - delete all the .settings files
then reinstall the game. if you install any mods, you MUST install updated mods
otherwise download and stick to the "classic" pre Dec version. if you had any mods, you MUST install pre Dec versions
is the game installed on SSD? (on HDD it would load forever) the 250 GB is a bit low , are you sure you are not out of space on that drive ? , the system itself uses a bit and you need some free space of at least 100 GB for other apps to write data.
(and witcher 3 itself is like 60 GB + it uses data as well )
make sure the game is added to NVIDIA panel and that you limit fps to 60.
after deleting mods you still need to run script merger or else it would try to load old mods and might corrupt your save file. (maybe you have old mod manager or something still trying to load stuff on a different drive.)
if your save file is corrupted then no matter if you delete mods it would be game over , you can only load a different save file.
before you move to old gen , delete everything manually (make sure it is 100%) and try a different save file . try playing new game , just to see if you can access items.
