And oxenfurt is known to have fps drops in old version of game so it probably same in next gen, unless you are way ahead of system requirements.
You might need to limit fps to 60 or upgrade your pc.
Or try some different graphics settings, you can try lower npc background characters , or even go more than low.
yes i tried uninstalling all the mods and the issue still persists only at the regions of oxenfurt, anywhere out of there it works perfectly fine. I have a r5 5600x and rtx 3060Ti with 16 gb ram the game runs on high settings at 1080p with dlss on balanced and rt on performance(shadows and reflections off) and gives a decent 65+ fps even in novigrad and oxenfurt. And yes i have tried to without rt and the frames go over 110 yet the same issue persists so i dont think its hardware problem either cuz it should happen everywhere then shouldn't it?
and no mod conflict either cuz i played the vanilla game removing all the mods and settings and it still occured.
have you tried it in dx 11?
you have depth of field off?
you have game on SDD?
maybe it is just save file issue , does it still happen in different save file?
and by interactive dialogue you mean specific npc or like blacksmith or shopkeeper etc?
upload your save file on nexus (you can later delete it ) where the error is supposed to happen and I can check if it happens to me as well or not. (to do that just make account follow add mod instruction and add the save file from documetns / witcher 3 / gamesaves
(probably the newest save , just add . sav and .png)
(if you can do it in dx 11 and use this mods so I dont need to uninstall my mods just to load your save file.)

if it works for me I can save on it and maybe your issue goes away.
So it got fixed, i deleted everything and re-downloaded the game and it was fixed. Tried to put the mods again one by one and found out it was the Faction Appearance Mod that was causing the problem. Strangely even after removing the mod folder earlier it did not get fixed but it's working now.
Thank you @HIZ for the help and the mod link. I installed the bug fix mod for 4.03 just in case aswell
When you are deleting mods you always need to 100% make sure you are deleting everything (no need for reinstalling )
Easy fast way is to go to Nexus, witcher3 , download history and it shows all your mods installed then you click it , go to files , click preview and it shows all files mod installs. You can copy paste the name In to search and delete it .
Every time you add , or delete the mod make sure to run script merger.
And merge scripts (sometimes need to change mod order as well.)
