Yes it is normal , but I am sure there is an option in game to turn it back on , somewhere in settings.
If not you can use reshade filter and use , pointer on filter (which adds your pointer on the screen)
( forgot which exact filter it was but it is there somewhere.)
in game you don't have pointer because there is nothing to click and point, you just left click for attack and run up close to items to click e right hold for items to glow , it is more story game than crafting game.
If you want it there there is reshade filter that adds it , but it just not needed. Because all pointer shows is you moving your camera . And it is in menu like settings and quest items etc:
