It is very quick, you come out of fast travel headed in the correct direction, just a fast sprint and a quick right and you are there.
You can get the cards she sells even after she's gone. The merchant in White Orchard, next to the river (the one you save from the griffin in a cutscene at the beginning of the game) sells the cards once she's not there anymore.
"Base version" in this context means the original Witcher 3 game...which strongly hints at the fact that the expansions will add new cards and/or decks (and have seperate, new achievements).
