I've heard of a couple other fixes, but have not tested them.
1. Setting your frame rate to 30 apparently works.
or try this:
2. Navigate to your folder: C:\Users<User Name>\Documents\The Witcher 3
Open the file "input.settings"
Find all the entries for "IK_Q=(Action=CastSignHold,State=Duration,IdleTime =0.2)"
Change the entry to have an IdleTime of 0.01. So after your change it should look like this:
"IK_Q=(Action=CastSignHold,State=Duration,IdleTime =0.01)"
There are multiple entries of this setting, so you will have to change them all.
This should let you use puppet and delusion at the same time.
Have you got the ability active in a slot? It's not enough just to upgrae it, you have to activate it as well. (One of the annoying new features of gameplay, I feel.)
Strange as it may sound - I've just bought a new computer with an Nvidia GTX 980 graphics card, and yet the FPS swings between 61 and all the way down to 30. 40 to 45 is not uncommon (but there are other things that makes me certain there's something very wrong with the graphics card; I'm going to call the company who sold it to me tomorrow).
Thank you for explaining the procedure, but I could easily end up making things worse, and I've already had so much trouble with all my gear during the last year so I'm not going to risk changing scripts and stuff like that.
Ah, I noticed this light cllick with another spell that I did the same thing with (forgot which, but it was also a spell with two modes). Thanks, I will definitely try it out.
Thanks for replying, guys, I think I'll figure this out now that I have regular descriptions of how to do it.
Just popping in to say that the modification of the settings file worked perfectly for me.
As a bonus here's a notepad++ regex find and replace for it:
Find: Action=CastSignHold(.*),IdleTime=0.2
Replace with: Action=CastSignHold$1,IdleTime=0.1
Don't be afraid to change settings files!
That's what they're there for, and you can always make a backup.

This works wonderfully and makes the puppet sign alt mode actually consistently usable on any situation , near or far, any number of enemies, and with delusion equipped.
Just change the IK_Q values to 0.1 and restart the game.
Also works beautifully for other sign's alt modes. If anyone is afraid to mess up the file, make a copy of the file. It's hard to mess this up, even if you are not a programmer. There's just three lines.
I've tried using the find command with no results. I found a file called "input.xml" but that doesn't have "IK_Q=(Action=CastSignHold,State=Duration,IdleTime =0.2)" or anything similar within it.
Suggestions?

I can say for myself, this edit works fine. (changed all the values to IK_Q=(Action=CastSignHold,State=Duration,IdleTime=0.01)
there are hundreds more.
