Report a translation problem
I've seen this happen on numerous structures. it has to do with the atmospheric lighting/shaders. try it during the day, under clear weather, and it will be just fine.
I never spent too much time tinkering with the video settings on both my video card and game settings (I just get everything on high), but I'm sure someone out there will chime in on adjustments.
Try to start it from the exe where the game is located.
Steam has to be closed.
That Mod does increases the Draw Distance, BUT for some reason it has glitches where sometimes buildings disappear entirely. They are there, the game just doesn't draw them.
I'd suggest one of the tweak mods, with newer hardware compared to what was available in 2015 the draw distance and graphics are better.
Or you can wait for the next-gen upgrade that you will get for free that comes later this year. That wil hopefully fix this problem.
