Vegelbud Memorial Race force complete?

I finished this race and used the fast travel from anywhere mod (so didn't speak to cleavers thug at the bottom of the scaffold and properly complete the quest). I've since progressed a lot further and don't have a save file to go back to.

Is there any way I can force complete this part of the quest? its the last race I need for the achievement, and really don't feel like playing through it all again just for that.

Have you traveled back to see if he's still there?

I have, there are only servants and Count de Luverton there. He doesnt show up no matter what time of day.

Ive also tried spawning in the letter that Cleaver's man gives you, and it doesnt trigger anything.

I found the solution!

Im not sure if you need both, but I typed these into the console and the achievement popped

You need to be careful about using fast travel from anywhere in the middle of any quest because it can break the quest and sometimes you don't get lucky and find a fix you just end up getting stuck and unable to finish the quest. Get Junior is a quest that gets a lot of people in trouble with fast travel from anywhere.

I definitely should have learned my lesson with Get Junior but lucky i was able to get around it with the same addfact system
