Gwent - Not enough unit cards

Hey all,
I'm sure this has been brought up several times, but I'm having trouble figuring out exactly what I'm doing wrong. I'm level 15 already and have been buying up cards from every single innkeeper, etc. Every time I try to start a game, it says I still only have 20/22 cards for the Northern Realms deck. So, I get an error message saying "Not enough Unit Cards."

1.) Do I need to build a deck to 22 before I even play my first game?
2.) Where do I find these cards that I'm missing to play?

Even before I starting buying up every card I saw, I had 20/22. So, I'm not sure what I'm doing wrong.

You get new cards from Innkeepers and others you get from winning matches and special hero cards through quest related matches. Pause the game go to where it says Gwent Deck and build your deck.

The cards that are on the left side of the screen are not currently in your deck. Add the ones that are there.

Protip: have exactly 22 unit cards in your deck (the best 22) and don't bother with weather effect cards. Anything more and you are just diluting you deck and making it harder to draw your best.
(Personally the only non unit cards I use are the ones which double the power of an entire row.)

You start the game off with at least 22 unit cards. You just have them in your card pool and not in your active deck. So move them across.

You get more cards by buying them, by winning matches, and completing specific quests.

Thanks guys. I figured it out. I also watched a couple Youtube videos on how to play. Anyone have an idea if there's a best order of NPCs to play? Thanks.
