High Level Drowner in Evil's Soft First Touches

I started Hearts of Stone today and am attempting to do the first quest, Evil's Soft First Touches. The thing is, there is a very high level Drowner down in the sewers with lower level ones. IDK what his level is, because the tag on his head just has two question marks and a red skull. He kills me in one shot. And I'm level 59, well into new game +.

Has anyone else encountered this Drowner? Is this a bug? I don't think he should be there. If I just had to fight him, I think I could manage. But having to fight all of the other Drowners in addition to him makes this nigh impossible, if not outright impossible.

I think it is 67 or something, nothing a freezing bomb can't fix

I think I'll try to lure the Drowners out one or two at a time until just he is left.

It will be much easier If I only have to fight him.

Yrden than explode group with bombs. Then deal with what´s left ;)
