I crafted them both, at the bottom of the crafting menu. Not sure if I automatically knew how to craft them or I picked up the diagrams somewhere.

For anyone looking, the pyerog runestone diagram can be found at the top of the fort full of harpies northeast of est tayier.
So, it seems, they are only meant as part of this Runesmith enchantment.
