Flawless Rubies in Velen/Novigrad?

I looked up online how to get flawless rubies and all the vendors that supposedly should have them only have regular rubies , not flawless ones.

I don't believe i ever found one in loot or dismantling so far either.

Found the "problem". I had to reach level 20 (i was lvl 19) for the vendors to sell the flawless gems.

Now almost every blacksmith/armorer vendor has them.

An information i could not find anywhere that certain level is required for these to appear.

Just found a Flawless Ruby on a guard you have to kill

just before freeing Dandelion

I ran into this too when I got to Skelige, (around level 20) from then on everyone started selling flawless stones
