If you wishlist it you'll get notified whenever it goes on sale.
If you wishlist, like Draconifors suggested, you will get notified of sale, and hopefully the complete edition will also be on sale at the same time. When the complete edition goes on sale, you should be able to buy it, and get credit for the fact that you already own the base game. So then, for either sale (DLCs or complete edition) you should get the DLCs at a nice discount.
And I know this game (including DLCs) goes on deep discount, occasionally; because that is why I bought it long before I was ready to play it.
