Does buying seashells for the pearls AT ALL make me guilty of Tax question 2?
I do buy seashells to dismantle for the pearls inside, but I don't turn around and sell them for profit, since Crowns are easy enough already to get. I just keep them in my inventory incase I need them for crafting, as I do with all my other gems. I'm literally walking around with a mountain of dragons jewels in my bags because I'm a hoarder that doesn't sell anything unless it takes up weight, incase I need it later.

And I don't go out of my way from shop to shop looking for seashells, I just buy them if I happen to see them.

I also did kill livestock whenever I was in White Orchard, but for the meat for healing, not the hides. And I didn't constantly meditate to force them to respawn. It was only if I happened to be going by there at the time, generally to buy alchemy ingredients or farm Arenaria.

The tax man came for me, and I tried to be as honest as I felt I was: I answered no to 1, no to 2, and yes to 3. I got a Taxpayer in Good Standing diploma. Was I honest (to the best of my knowledge) or did I just commit fraud?

The taxman only comes to collect when you're in possession of a substantial amount of wealth.

If you're not collecting shells for the purpose of selling the pearls for profit, then you are not doing anything illegal. You're not doing anything wrong with buying them from merchants nor when you find them in the world. Using the pearls for crafting purposes is not illegal. Selling them for profit however is illegal, even if you done only once.

Regarding the cattle, honestly it should be a crime to kill any livestock since it's the bread and butter of the farmers, but killing them for meat and the rawhide for personal use is perfectly fine. Selling the rawhide to merchants for profits however is illegal, even if done only once. At least in White Orchard.

So if you haven't sold any pearls or rawhide for profit, then you're in the clear. If not, it's not a big deal. There's no consequences to lying about any of the questions.

I know, but I consider myself an honest man and try to answer things truthfully. Part of the roleplay for me.

I've got a Fort Knox worth of gems in my bag, but I haven't sold a single one. I'm hesitant to get rid of anything that might be needed for crafting later, especially Mastercrafted and above. Hides I dismantle for leather scraps and sell the rest to get rid of weight, but I don't go out of my way killing animals for it. I try to stay away from wolves and wild dogs just because I don't like the numbers they come in. It's mostly what I loot from houses and bandit camps.

The times that I did kill pigs, it was for meat. Pork is a good healing item and I used Gourmet a lot in the early game.

I'm a grade-A thief though, not gonna deny that one. Geralt the Burglar of Blaviken.

Pretty sure the whole taxman quest is just an inside joke regarding old exploits that were fixed. Merchants don't sell infinite shells anymore, so the exploit of buying them and selling them for a profit is simply a profitable trade, no longer an exploit of a game development error; the chort was added in White Orchard, so the exploit of killing cows infinitely to farm for leather and end up rich before finishing the prologue is no longer available either. Breaking into people's houses is poking fun at the old RPG trope of people not caring when you loot their houses, which is still the case but hardly profitable enough to be an exploit.

Yes, it definitely is. They said it themselves and it's the same reason they spawned a Chort in White Orchard if you killed too many cows.
I would agree that answering 'no' to the first two questions was honest, based on what you wrote.

On a sidenote, I love how those first two questions are presented. I bet whoever wrote them had a lot of fun coming up with the needlessly (but accurately) complicated and lengthy wordings. :lunar2019grinningpig:

It would be strange for a man in an official capacity to be informal, especially considering his position as a tax collector and no doubt university level education which in the Witcher's world is a luxury not afforded by all.
