Blindingly Obvious *Quest* Need help!

I'm stuck in here don't know or not sure what I'm doing wrong to unlock this quest. This is my 3rd play through.

Greeting Witchers,
After completing the requirements to unlock reason of state ( An Eye for an Eye, Redania's Most Wanted, A Deadly Plot ) Blindingly Obvious doesn't trigger so I'm unable to Finish Reason of State and help Nilfgaard win the war.
This is pissing me so much that I don't know what to do. I Rescued Ciri from The Isle of Myst, we went to Kaer Morhen, fought the Wild Hunt and all. The quest still not showing.. I even took Ciri to Vizima to see his father before going after Imlerith and the Witches... When we get to Novigrad the first thing we see is non-humans burned alive... and the cinematic showing how people turned against them.
Few things I did to ensure maximum comprehension: I did Romance Triss, didn't turn in Philippa to Radovid and told him she was regaining her eyes. Since I did romance Triss, I read somewhere you need to take Triss to the bathouse (?) and get inside to catch Philippa but now I don't know.
Never had the quest ON THIN ICE or failed it.

'Blindingly Obvious" is a main quest, so it should appear in that part of the quest tab. It should also automatically show up after killing Imlerith. Have you talked to Triss in in the upper rooms of the Chameleon? According to the wiki, that's what triggers the quest.
