the ray tracing really isnt worth it
Are you sure? I got a 4060Ti with i5 12400f and able to play max settings with max ray tracing at 1080p with DLSS (Quality + FG ) and is easily over 60FPS. And there is no issues such as input lag or anything. Game works totally fine even at max settings. You obviously don't need a 4090Ti unless you want it on 4K but still can handle with a lower GPU for sure.
u can easily run it with ray tracing with a 3070 onwards

I can also share the Report.wer file if anyone wants to take a look at it. But as it is, I simply don't get anything from those crashes. Usually DirectX is mentioned in such cases, but these crashes have a different root cause as it appears.
launcher crashing and game crashing are two different issues.
and you do not need the launcher to play.
add --launcher-skip to the steam launch options
or go to the steam game folder then the bin folder
run the witcher3.exe in the x64 folder for dx11
or run the witcher3.exe in the x64_dx12 folder for dx12
Exception code: 0xc0000005 - you can do a web search on this. a lot of hits/fixes any one of which might work.
look in the logs in folder
C:\Users\vagab\AppData\Local\Programs\CD Projekt Red\REDlauncher\logs
might have something useful for the redlauncher crashing
Sorry, I did not realise I have only shared results that contains the launcher. My game is crashing literally, not the launcher at least from what I know.

since you ran steam verify game files that check the game files, maybe windows or library file issues.
might try checking windows system files. open command window with admin permission and run these commands:
sfc /scannow
DISM /Online /Cleanup-Image /ScanHealth
might try reinstalling/repairing visual studio c++ libraries for 2012 and 2013
