Water Hag mutagen(?)

Where can I find it as I need it in order to complete a quest?

With most mutagens, you get them from killing the associated monster. But according to the game's wiki, the Water Hag Mutagen is an exception to that rule. Water hags don't drop it, but bilge hags do. Trouble is, there's not that many bilge hags in the game. You best bet is Abaya, the bilge hag you fight as part of "Contract: Muire D'yaeblen".

Oops! That's the very reason I need the mutagen.

I need it to produce a potion that will make her appear.

You don't need a Water Hag Mutagen for that potion. You need the following ingredients: 1 Dwarven Spirit, 1 Drowner Brain, 1 Sewant mushroom, and 1 Puffball. You can get the Drowner Brain from killing drowners (like the ones in that cave), both of those mushrooms grow in that cave, and alchemists and innkeepers sell the Dwarven Spirit.

Thanks but that's not what the game telling me, I can't make the potion as the mutagen is missing (?) How do I work around that?

You're trying to make wrong potion, what you need for this quest is Drowner Pheromones to mask your presence.

It had to be. Sounds like you got the names of two different potions mixed up. The potion that needs the water hag mutagen is called "Water Hag Decoction", and it does something totally different than the potion you need.
