How do I start the Gwent: Old Pals quest after finishing the game?

I can't find Zoltan at the Rhosemary and Thyme

He is gone, along with almost all the other main quest NPCs... either back up to an earlier save or don't forget to do it during your next play through.

Ok so there's no way for me to get the achievement for collecting all Gwent cards without starting again or reloading an old save?

I actually found Zoltan outside, he was bugged out and half way through the wall on the stage for some reason and I can do the quest
