Can't find Tamara in Oxenfurt

As the title says, can't find her. I've already found the Baron's wife, Anna, and he said he was going to go and get her, but I haven't gone to finish that part of the quest, because I was afraid that finishing it would make me unable to find Tamara. Guess that doesn't make much of a difference now. The quest marker to find Tamara is gone, has been since I found Anna, but I've checked the location and still can't find her. Am I unable to find her because I found Anna first?
Edit: Also went into her house, found that strange letter that said something about being added into the ranks, as well as stopping at nothing to find her mother, so, I'm pretty sure I'm at least in the right place.

Others had problem like this with fast travel mod. If that's case you must go back where you were and find trigger to progress quest.

Haven't modded this game at all. But I decided to go further in the quest anyway and finish it, because my impatience won me over. She shows up, but not in Oxenfurt. I guess if you tell the Baron that you were basically hired to find her, not bring her to him, then the whole thing about finding her in Oxenfurt is dropped and you have to help the Baron get to Anna in order to meet her.

You have to make sure you say goodbye to the Lubberkin and watch it fly away outside the fisherman's hut, otherwise, the fisherman's brother will not spawn.
