I always play on an external monitor at 1440p with my 2 year old all-AMD laptop and it plays beautifully at mostly ultra settings, but with a few things like RT and hair-works turned off.

RT works very nicely, but drops my frame rate from about 100 to about 20, so I only use RT for taking in-game photos.

I would choose highest settings and let RT go in your case.
I play with max settings and RT and while it looks good, its not near a difference like in CP 2.0 with RT on/off.
So you dont trade that much if you choose the other settings instead.

Yo bro did yu find something that works? Trying to perfect 1440p on DX12 as well. Slighly slower radeon card tho (6800)

Crowd density and shadows. I have a 7900xt and just barely keep 60 fps I won't in novigrad at max settings 3440x1440.

Download the the fluid motion frames driver and use that I was getting over 100 fps but you'll add 12-20ms of lag

AMD gpu are pretty bad when it comes to RT performance. sorry, that is pretty much Nvidia territory. :conwayshrug:

Yeah Nvidia cards have way more dedicated shader cores; if you even care about that kind of thing. Difference is negligible, Witcher 3 already has very good rasterized lighting. The one place you'll notice it is global illumination lighting, but honestly it's really not a big deal in my opinion.

Here you have best settings for RX 6950 and R5 5600X:
Install Mod AiO RT Tweaks 3.1:
Ultra Plus performance preset (if you will get more then 60FPS in Novigrad, then you can try Ultra performance preset with 15% lower pref. but better RT quality):
https://www.nexusmods.com/witcher3/mods/7979?tab=description
Install FSR 2.1.2 mod that replace DLSS settings to much better quality FSR 2.1.2 then vanilla 2.0:
https://www.nexusmods.com/aplaguetalerequiem/mods/9?tab=description
to ur <game installation>\bin\x64_dx12\ folder and repleace file. After that go to game graphic settings, change Anti-aliasing to DLSS and restart game.

FullScreen On or Bordless

RTGI - On

RT Shadow - Off (On is recommended only when ur GPU is power enough to get ~60FPS with it, but before that you have to first delete 0_TW3_FasterRTifNoRTShadows.ini from AiO RT Tweaks Mod ini files if you wan to use RT Shadows)

RT Refflection - Off (On is recommended only when ur GPU is power enough to get ~60FPS with it)

RT AO - On

DLSS setting to: Quality or Balanced (depends on witch one you will get more stable ~60FPS in Novigrad)

Sharpen: according to your own preferences.

Background Characters - Medium - even on Medium there will be more visable NPC then in Vanilla 1.32, this settings is very CPU intensive

Shadow quality: High (still looks pretty good) or Low if you want to enable RT Shadow (there is no difference in shadow quality when normal shadow are at low or Ultra, but is in perforamnce.)

Water quality: Ultra

Foliage visibility: High

Grass density: High ( even on Medium = Ultra is like in Vanilla 1.32)

Texture quality: Ultra

Detail lever: Ultra

Motion Blur: according to your own preferences

Blur: according to your own preferences ( my recommend to set Off)

Bloom: according to your own preferences

Depth of field: according to your own preferences

Chromatic Aberration: according to your own preferences

Vignetting: according to your own preferences ( my recommend to set Off)

Light shafts: according to your own preferences

Camera lens effects: according to your own preferences
