you said you use your friends mods , do you have all mods files though? some mods require files to be put in different location than just mods folder. (like dlc to dlc)
and some go to user_config_matrix also some require to be put at end in dx11 or dx12
file-list file. (everything in mods description)
also not every single one will appear in mods.settigns as they would be under merged files .
for example I use about 15 mods but 7 appear in mods.settings as rest is under merged files.
also if the file is broken you can simply un- merge mods , delete mod.settings , verify game , and then merge again , (repeat putting code in file list if required.)
as for visual , if game looks pale check your gamma in game , and also check gamma in your monitor settings , you might also need to calibrate colours using your monitor tool , also you can use NVIDIA panel to change colour settings.
in NVIDIA colour settings there is digital vibrance settings I use 55% , what fast travel mod? I think this is already included. (try without that mod maybe it just does not work with rest)
just to be sure you have next gen right?
try deleting mod manager.

open dx11 file list with notepad. or dx 12 depending what you play.
do you see some of your mods there? (again I cant tell what mods you use but if you have like 20 you can easily known which one should be there) if you have like 20 send me list I can check it out.
for example I use immersive cam (Imm cam) and this file looks like this: (+ other mods in there as .xml)
audio.xml;
display.xml;
gameplay.xml;
gamma.xml;
graphicsdx11.xml;
hdr.xml;
hidden.xml;
hud.xml;
ImmCamMenu.xml;
also near the dx 11 file list there would be in my case a file called imm cammenu.xml
also you need to delete mod.settigns manually before verify otherwise nothing happens.
in mod.settings file it always starts with : (it has to say enabled for mod to work , priority you can change.
[mod0000_MergedFiles]
Enabled=1
Priority=0
(one enter)
[modImmersiveCamNG]
Enabled=1
Priority=1
(one enter)
and so on.
in game you need to enable some dlc mods manually in settings.
in game there would be MODS option you can click and see your mods (only those that use .xml files)
if you have only dlc mods or mods in mods folder , none that edit xml then its super easy , all it takes is a merge, again send me a list I can merge them for you and send you file.
or maybe file is set to as unblock? (properties)
if it says priority 0 then everything is fine it just means it is loaded before number 1 so you need merged as 0 always.
Like I showed you in the video, I tried different areas & time and it looks pale.

duplicate priority numbers is fine , I checked that video but it looks good on my screen (meaning normal) so its on your end not game.
to make it more green go to nvidia panel , open adjust desktop settings , and then increase digital vibrance , I do 55% maybe you need 60% or 70% (you need to try to see what works for you)
colour channels all channels .
gamma 1.0
contrast 50%
(again you might need different settings depending on monitor model)
when you click change resolution is colours set to RGB or different ?
full dynamic range?
in game you sure gamma is correct value?
if its pale it might be too much gamma in game.
the grass mod is already included in next gen version.
there is no good reshade for this game , I dont use any and colours dont look pale.
you can try using reshade anyway all of them are on nexus . com , just type reshade and it come out.
it does not affect mod comparability so you can use any.
the video you send does not use HDR (I have HDR but I played this game without HDR as well and nothing looks pale.)
