Help getting a Gwent Card: Zoltan

I am currently on the Thin Ice quest. I cannot find zoltan. Is it too late to do his gwent questline?

If you mean A Dangerous Game quest (getting 3 rare cards: Fringilla Vigo, Isengrim, and Natalis) - yes, it's too late, Cutoff Point is The Isle of Mists.
If you mean Zoltan Chivay (gwent card) see the previous post.

No I meant the old pals questline that is triggered by zoltan.

Have you rescued dandelion. Zoltan is usually in novigrad in dandelion's cabaret.

You probably find him in chameleon, in novigrad (Where your stash is). Either inside or outside.
