Mouse Wheel problems

My mousewheel is making the game crazy. When I scroll with it to select a sign it goes through them at lightning speed and I cannot select one. The same thing happens if I am in a scrollable menu. Instead of one moving down one tick it jumps 10-15 ticks all the way to the bottom.

I've tried unplugging/replugging my mouse in, restarting Steam and the Computer. This is a Logitech wireless mouse which used to work perfectly with this game the last time I played it and now I can't for the life of me fix this. Can somebody help me out? I'm not having this problem with any other Steam games either.

One of the first things I tried. Still nothing doing. Even tried a fresh reinstall just to see if that would do things.

I fixed this problem:

My mouse wheel was set up as a button, opened the Logitech settings and set the wheel to "universal scroll"

Everything works great now.
