Small tip for CPU bottleneck
So I run the game at 1080p with all settings maxed out. I have an RTX 4070 and was using a i9 9900k. In game and especially in cities I got horrible stutter due to a CPU bottleneck as the game does not use all the threads available to it. The worst areas I found was in Novigrad square and Oxenfurt harbour area. In Novigrad my fps would dip down to around 80fps and stutter like mad. The reason I know the cpu is a bottleneck is because the GPU load takes a big dip in %.

Not for the purpose of the game I upgraded my cpu, ram and motherboard last week to an i5 13500 with DDR5 4800. When I tried the same area in Novigrad again it was much better at dips to 97fps but the cpu was still a bottleneck and I still got stutter and my GPU load was dipping to the 80's%. What I then tried was going in to NVCP and setting a max frame rate of 95fps. This has made a massive difference. My cpu hardly causes a bottleneck and I get not stutter at all apart from the odd rare one in cities.

The only downside to this is that in other less demanding areas I no longer get 120+fps. In saying that I notice next to no difference in smoothness of the frame rate and the game in much more consistent and stutter free.
