Infinite loading screen fast travel

I'm at the part where you tell the baron about his family's whereabouts. All of a sudden, after talking to him about Tamara, I get an infinite loading screen when trying to fast travel. The normal loading screen just fades to black with a loading symbol in the bottom right.

Since people are going to ask these questions I'm going to answer them now:
1. Am I using mods? Yes. They're all small things and none of them are conflicting. I even tried removing them, issue persists.
2. Can my PC handle this game? Yes, it can. There have been no issues running this game except for minor lag when a quest updates. No issues running other games either.
3. Have I tried reloading an older save and trying again? Yes. Multiple different older saves. Issue persists on those too.
4. Have I restarted the game? Yes.
5. Have I tried reinstalling the game? No, and don't intend to do it unless it's guaranteed to fix the issue.
6. Have I tried starting a new game? No, I'd rather quit entirely than lose the 13 hours of progress I've made.
7. Is the loading symbol on the screen moving? Yes, the game is not frozen and doesn't crash even after leaving it for several minutes.

Does anyone else have this issue or have any idea how to fix it?

on my third play thru and have not encountered this. the obvious two causes would be mods and/or a blown save.

did not see steam verify game files on your list of things already tried.

you could run the game in a smaller window and run some monitors. watch the game disk activity and see if the game is looping or watch the cpu and see if the game is using 100% yet doing nothing.

if you are running dx11, try dx12. or vice versa.

best way is still start a new game without your mods. does fast travel work? then its either the mods or your save is the cause.

have a friend that plays the game? preferably modless would be easier. get a copy of your friends save, load it, then try fast travel.

the save is essentially unusable - cannot be fixed.

I found the issue... apparently it's because I tried to leave before getting the doll from the baron, I forgot about that (using fast travel from anywhere mod)

4th playthrough and am enjoying reexperiencing the story! Other 3 were on console years ago
