did not see steam verify game files on your list of things already tried.
you could run the game in a smaller window and run some monitors. watch the game disk activity and see if the game is looping or watch the cpu and see if the game is using 100% yet doing nothing.
if you are running dx11, try dx12. or vice versa.
best way is still start a new game without your mods. does fast travel work? then its either the mods or your save is the cause.
have a friend that plays the game? preferably modless would be easier. get a copy of your friends save, load it, then try fast travel.
the save is essentially unusable - cannot be fixed.
