I would suggest you watch some lets plays, and then decide.
If you have money burning a hole and can't be arsed to watch some lets plays, then since it's currently 70% off. buy the game, and play 1 hr 59 mins of it, if you don't like it refund it.
(I did 600hdr video in dx 11 on 1440 resolution max graphics (the hdr water is great), as for without hdr it uses dx 12 max graphics with rt on quality , it was to show one mod but it still shows the scenery.)

Anyway watch the videos if game looks ugly to you then don't buy it , if it looks nice give it a consideration based on other aspects.
Yes you should. Hardly to find any other rpg that's even close to The Witcher's 3 content/story/quests/dialogues/characters, etc etc etc etc. And don't tell me "Skyrim has all of the above". Skyrim it's a turd of a game, and only reason that it's that popular, it's the mods. Even a Skyrim bundled with over 1000, not gonna reach TW3 content. Buy it, or you gonna regret it for your rest of your life.
