HBAO+ is objectively better because it uses more samples per pixel, which gives more accurate shadow depth, less shimmering and less 'halo' effects on surrounding objects compared to SSAO. But none of it matters if you don't like it. Use the one that you think looks better. SSAO generally looks fine to me, but try them both out and see for yourself. I mean the best option for accuracy and realism is ray tracing since it's not screen-space, but it can be very expensive to use.

actually to be an ahole right now hbao+ uses less samples then ssao algs( on average by design) thats the entire point of it and only uses a horizon based approach unlike ssao. Which is more accurate neither hbao+ or ssao( its preference based and how much performance you can spare) they are all approximations and none of the methods use anything from gtao or the use of visibility bitmasks little bit of google searching will point this to be where the industry is headed for all non ray/path traced ao. Google search " Screen space indirect lighting with visibility bitmask" or anything from this page https://iryoku.com/downloads/Practical-Realtime-Strategies-for-Accurate-Indirect-Occlusion.pdf Jorge Jimenez one of the smaa creators helped work on gtao.

SSAO used to run at half resolution with 16 occlusion samples and upsampling the half, quarter and one-eight resolutions to full scale. According to Nvidia's own PDF, HBAO+ is full resolution with 36 samples, but this document is older. It's possible this has changed with the next-gen update, so if that's the case then I was mistaken. But like I mentioned, none of it matters if you don't like the look of it. HBAO+ have this unique look where objects are over-shadowed.
