Game is locked at 60fps

Hello,

I have tinkered with every setting I could think of. Nvidia control panel has no 60fps max cap on. Display set at 165hz. Fullscreen setting in-game. Fps lock option in-game set to unlimited. Any option to unlock the framerate is set. Any other game can run above 60fps. I verified game files integrity as well in case that was causing a hitch. I have no idea what's up. Even setting the game to low settings, dlss to ultra performance, all dxr options off, and running at a much lower resolution 1680x1050 (down from 2560x1600 native), just stays at 60fps no matter what I try.

Asus laptop. RTX 3060 mobile gpu + 11900H cpu. Hardware is solid for hitting well above 60fps at various graphics/resolution settings with any dlss option enabled.

Any ideas that I haven't considered or forgot to consider? Thanks in advance.
