I have a 7700x and no problems. It's never something that generic.
I have seen your post and many others claiming constant crashes after 5mins or less with framegen on but I can't replicate this issue on my end at all.

The new patch gave me around a 20% uplift in PERFORMANCE by running in Novigrad.
Full Specs:

back then, Novigrad was a slide show and stutter fest. Now I can run it at 1440p DLSS set to balanced with RTGI at performance and REFLECTIONS. I can get higher frames running at native 1080p since I am using DSR.
Overall the patch really really helped. It is like when Spiderman Remastered started optimizing things. Hope for more better patches in the future. So far so good!
1440p with quality DLSS, maxed/Ultra+ everything including full RT.
Game is definitely smoother since update. Less stuttering. But my main problem is still present. And that's this weird bug that happens upon reload or fast travel (especially if fast traveling to another map, IE from Velen to Toussaint). It appears to be some glitch with RT specifically, as it doesn't happen with RT off.
When it happens, the shadows look really weird (like completely blacked out) and the game slows to a crawl. So much so that even trying to pause the game to reload or quit to main menu takes multiple keystrokes/button presses.
try using DDU and reinstall drivers see if it fixes it
Sounds like a VRAM issue, but of course you should not be having one with a 3090. As the guy above said I would wipe your drivers and reinstall them, maybe load up a system monitor and see if your memory is getting pounded in those moments.
