Noticable. At least for me. I run the game using Dx12, all on Ultra+, except no RT.

I would say the main one to keep at ultra+ is the texture quality so that you get the enhanced textures. Personally, I turned down crowd density to high so that I can get 60 fps in the cites.

Noticeable but negligible for me unless you are pixel hunting. During gameplay you don't really notice much. You might want to preset it to highest possible settings then target specific settings to lower until you get the mix of image quality and fps that satisfies you.
