I have a separate thread about a similar issue. According to the reactions I've read I'd wager something about the game(update?) and afterburner don't mix well.
Recheck your settings or create a completely new profile while the game is running and see if it fixes it. And yes I also undervolted my card, but for me the game FPS were probably more like 10-20 (unplayable) and the GPU clock stayed round 500.
In the end I found out that my afterburner is somehow set to just throttle power to some 32%. Interesting fact being that it worked in menus and I just adjusted that afterburner setting, checked my voltage curve (unchanged) and it started running like a charm. Full RT on. Important part is I don't remember ever setting the throttle on (why would I when I have a voltage/clock curve setup???) and never had a reason to do so and the game and other also happily ignored this setting.
Most likely answer right here, but everyone chooses to ignore it.
The game pretty much only hits 2 cores/threads so speed really matters, especially in open world games where the cpu has a heck of a lot stuff to process.
Try overclocking your cpu and memory a bit, it'll likely help, though you are very limited with the AMD side of things.
Hopefully you have 3600MHz ram to atleast give the processor its best chance.
HWinfo says otherwise, first 4 or 5 cores were used up to maximum of 99% (i dont remember averages, but much lower), the rest 70 and less (maximum), which gave average 40-50% usage shown on overlay.
I dont think im bottle necked by cpu, but even if i in fact am, its game's optimization problem - its the only one acting like this and looks like other people with better rigs than mine have similar problems too.
Anyway i moved on to 1.31 with mods. My last playthrough was 5 years ago and never with mods, so ill do that. Visuals look on par to me, much better performance and W3EE overhaul mod will provide new gameplay mechanics :)
Its the developers job to optimize the game improve the performance.
