Report a translation problem
First: I lowered the graphics settings to "High" (down from RT Ultra).
and
Second: I'd been wearing the Forgotten Wolf armor. I thought I read that was added into the game recently (to reflect Geralt on the Netflix show, I believe. Might not be the case, not sure). I thought that the old cutscene from this DLC might have been having trouble or something, so I switched to a different, regular old armor outfit I happened to have looted.
Then after destroying the wall behind the fountain with Aard, the cutscene played out just fine.
I have a feeling it had more to do with the lower graphics settings than the armor.
Good luck
First: I updated my gpu driver from last year's last driver to this year's first driver
Second: I verified the game files through steam and saw that there were some files missing so my theory is that the verify did the trick
Also I think at that point my graphics settings were on standard ultra but I never lowered it to see if that helped
