There are mods that increase her stats to make it less frustrating though.
If I remember correctly, after a few story (not sure which one) she'll gain ability to use charged heavy attack that charge straight into her enemy. It will make any fight much easier.
Looks like a skill issue to me.
Ciri isn't a full Witcher, she didn't undergo the mutations, and thus she doesn't have superhuman strength, endurance or reflexes.
What she does have though is the power of the Elder Blood, and that makes her able to teleport, among other things, and so she simply requires a different approach to combat.
Instead of "SWORD IN YO FACE"-Geralt, with Ciri you really want to exploit the bonus damage when attacking from behind, by using your short and long-ish teleport dodges to get behind your enemies as often as possible, land one or two strikes, and then dodge away again, never allowing yourself to be driven into a corner.
Yes, Ciri still has a much longer TTK than a Level 100 Geralt, but that's as it should be, given that, again, aside from her magical abilities, she is still just a human.
Not even having any bombs is a pity, like Dancing Star might have sped things up a bit.
Their moves are repetitive an choreographed, I.E when you see their stamina bar going down, it's 100% GT'd their about to launch a offensive/counterattack..
I.E A ghoul backs up, then it's stamina bar go's down, then it leaps....
